Re: 2008 Kentucky Breeders’ Incentive Fund
In 2006, the Kentucky legislature passed a bill to encourage breeding horses of all breeds in Kentucky with the passage of the “Breeders’ Incentive Fund.” This fund takes a portion of the sales tax generated through stallion service fees and returns it to the breeders.
The Kentucky Saddlebred Owners and Breeders Association (KSOBA), a Charter Club of the American Saddlebred Horse Association, is taking the lead in communicating with the Kentucky Racing Authority and Kentucky Equine Education Project (KEEP) on behalf of the American Saddlebred community in Kentucky. Melissa Moore is president of KSOBA.
The criteria for an American Saddlebred to be deemed “Kentucky-bred” are as follows:
- A horse registered by the American Saddlebred Registry
- Foaled in Kentucky
Recipient mares for embryo/oocyte transplants must foal in KY
- Sired by a stallion standing in Kentucky at the time of service
Deceased stallions must have been standing in KY at the time of death
Semen can be stored anywhere; however, the stallion must be standing in KY
- Bred by a resident of Kentucky (breeder is designated per ASR rules)
The funds allocated for the 2008 Four-Year-Old Sweepstakes will be $160,000 with $40,000 divided equally among the top three highest placed Kentucky-breds in each division. The fund for 2009 has not been announced yet, but it will a VERY substantial amount. There are four ASR Sweepstakes events held annually for 4-year-olds (Five Gaited, Three Gaited, Fine Harness, and Park Pleasure) and the available Incentive Funds will be divided equally between the divisions. Of the money in each division, 70 percent will be awarded to the breeder and 30 percent will be awarded to the stallion owner. Membership in KSOBA is required for all KY Saddlebred owners &/or breeders to participate. For your convenience, 2008 membership information is included on the reverse of this letter, and detailed information, as it becomes available, will be published on www.saddlebred.com at the Charter Club link for KSOBA.
Breeders’ Incentive prize money is not available to the current owner unless such owner is also the breeder as defined above; we encourage you to contact the breeder &/or stallion owner for an opportunity to enroll in this program. The ASR Four-Year-Old Sweepstakes awarded over $49,000 to owners and nominators in 2007. All three-year-olds must be nominated to the Four-Year-Old Sweepstakes on or before the grace period deadline, which is February 10, 2008. A nomination form is included for your convenience.
